Memorandum on Security Assurances in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons – is an international treaty on the Denuclearization of Ukraine authorized by Ukraine, the United States, Russia and Britain on 12.05.1994. The country has joined the UN without the Crimea and Sevastopol, since there are no legal documents, including the Crimea and Sevastopol in the national territory of Ukraine. Cession, i.e. the transfer of sovereignty from one State to another, by agreement between them, requires the conclusion of the international treaty between the States. The reason for the 2nd War was the installation of the first 14 sections of the oil pipeline on the territory of Dagestan, bypassing Chechnya.
